Harrison Native Fowlkes Confirmed to Federal Bench in Western Arkansas

The U.S. Senate has confirmed David Clay Fowlkes to serve as a judge on the United States District Court for the Western District of Arkansas.

U.S. Senator John Boozman (R-AR) announced the confirmation Tuesday, praising Fowlkes’ qualifications for the position.

“I am pleased to congratulate Clay Fowlkes on his confirmation and have great confidence his temperament, tireless dedication and extensive experience in pursuing justice will serve him well,” Boozman said. “He is committed to upholding and following the law, and I look forward to his success on the bench.”

Fowlkes, a Harrison native, currently serves as U.S. Attorney for the Western District of Arkansas, which encompasses 34 counties including areas from Texarkana and El Dorado to Fayetteville and Fort Smith. He is a graduate of Arkansas State University and the University of Arkansas Law School.

Boozman introduced Fowlkes at his Senate Judiciary Committee hearing in November 2025 and supported his nomination. His remarks and introduction are available at Boozman’s website.
